EWB-Kenya- Contractor Guidelines/Qualifications

*For wells, latrines and water catchment
*Enacted to prevent nepotism and ensure quality and efficiency in work.

This year we will be implementing two wells, one latrine, working on the rainwater catchment system, and preparing for two more latrines for next summer.

Materials List will be taken care of by Compost Latrine Committee

Contractor Guidelines/Qualification

Will ask for a Statement of Qualifications (S.O.Q.), or a statement identifying a prospective bidder's experience, financial capacity, key personnel, a current profile of the firm's activity, and other information pertinent to a particular project.

Wells

Technical Requirements

*Own necessary construction equipment (having contractors subcontract everything has been a problem in the past)
*Experience (drilling and handpumps)
*own drill rig
*training of handpump maintenance (preferred not required?)
*experience with CDF projects preferred

General Requirements

• financial ability to mobilize without complete upfront payment
• English fluency (for all who are points of contact)
• Email preferred, cell phone required
• Invoicing ability
• Statement of funds/banking accounts
• References from past projects
• Address (company and home) The community will be happier if we employ local workers.

Latrines

Technical Requirements
• Experience with concrete and rebar (CDF preferred)
• Maintenance training a plus
• Current workload in order to ensure that they are not over-booking and too busy
• Construction techniques
• Laborer status should hire labor from community

We did not have time to address catchment contractor guidelines
Other facts
• Normally the contract hiring process consists of send application requests to project managers. Candidtates are chosen by the Khwsiero board, and then EWB and the board will review them.
• Muhammad is the manager of Hi-Cal, who has done much of our contracting. However, he is not local. These guidelines will help justifying our need to work with Hi-Cal when we cannot find better bids from local contractors. It will also ensure that we maintain a competitive bid atmosphere in order to continue receiving high-quality work.
